Remodeling in Pacific Palisades

What is different about remodeling in Pacific Palisades?

Pacific Palisades is made of distinct neighborhoods, and the house tells us most of what a remodel will involve. The Alphabet Streets, laid out from 1921, have smaller single-family houses on lots of 5,200 to 7,500 sq ft; the Huntington, El Medio Bluffs and Castellammare sit on the bluffs above the ocean; Rustic Canyon has post-war houses and older cabins down in the canyon; Marquez Knolls climbs the hillside; and the Highlands were built from the early 1970s on, with gated streets and condominiums as well as houses (neighborhood descriptions per Wikipedia). In the houses that are standing we remodel kitchens and bathrooms, re-plan whole homes and build additions, with cabinets and vanities from our own workshop and one fixed price in writing before work starts.

A remodel in a standing house follows the City's normal permit rules. A kitchen or bathroom remodel with no structural changes is item I.2 on LADBS's Express Permit list (Information Bulletin P/GI 2026-003, still served at its original 2020-003 web address): there is no plan check, and LADBS issues the permit online as an e-permit (LADBS Express Permits). Moving a wall or cutting a new opening sends the job to plan check. Under the Coastal Act, improvements to an existing single-family house need no coastal development permit (Public Resources Code 30610(a)), apart from the classes the Coastal Commission lists in 14 CCR 13250, such as a house within 50 ft of a coastal bluff edge or an addition of 10% or more of the floor area on a lot between the sea and the first public road. An interior remodel on a parcel without those flags has no coastal review, and we check the Coastal Zone and bluff flags for your address on ZIMAS at the first visit.

Pacific Palisades has been in a Very High Fire Hazard Severity Zone since 1999 (City Planning), and the California Wildland-Urban Interface Code (formerly Chapter 7A) governs the outside of the house there: a replacement window, an exterior vent, an addition or a new structure is built to it, with a Class A roof, ember-resistant vents, rated wall assemblies and multi-pane glazing with a tempered pane (LA County code summary), and even a re-roof on the Express Permit list has to use a Class A covering inside the zone (LADBS bulletin). Work that stays inside the house is not affected. If the house took smoke, testing and remediation are a separate scope finished before our crew starts; the AB 1642 and AB 1795 rules (Office of the Governor) are summarized on our whole-home remodeling page.

On a lot that burned, the rebuild program applies instead: the Mayor's Executive Order 1 for a like-for-like house, Executive Order 8 for a zoning-compliant home in the Coastal Zone that does not fit that box. The rules, the support center and our six steps are in the fire rebuild section below and on our Pacific Palisades fire rebuild page.

Fire rebuild

Rebuilding after the Palisades Fire.

The Palisades Fire of January 7, 2025 destroyed 6,845 structures (CAL FIRE) across Pacific Palisades and parts of Malibu and Topanga. Pacific Palisades is in the City of Los Angeles, so rebuilds go through LADBS under the Mayor's Executive Order 1: like-for-like within 110% of the old footprint and height, with self-certification open to qualifying single-family homes. The Palisades Inspections and Permitting Support Center is at 16925 Marquez Ave.

We rebuild from a cleared lot to a certificate of occupancy: survey, plans by licensed architects and engineers, permits, and construction to the current wildfire code, at a fixed price in writing.

Permits

Who issues remodel permits in Pacific Palisades?

Kitchens. Inside the City of Los Angeles, permits come from LADBS. A kitchen remodel with no structural changes is on LADBS's Express Permit list (no plan check). Removing or moving a wall, or adding an opening, needs counter plan check. In a standing Palisades home, interior kitchen work needs no coastal review unless the parcel carries one of the flags in 14 CCR 13250, such as a coastal bluff edge within 50 ft. On a fire rebuild the kitchen is drawn into the full permit set under the Mayor's Executive Order 1. (LADBS Executive Order 1 guidelines)

Bathrooms. Inside the City of Los Angeles, permits come from LADBS. A bathroom remodel with no structural changes is on LADBS's Express Permit list, including replacing plumbing fixtures and rewiring on existing circuits. Moving walls or openings needs plan check. Interior bathroom work in a standing home needs no coastal review on a parcel without the 14 CCR 13250 flags; on a rebuild the bathrooms are drawn into the full permit set.

Your first consultation

What to bring to a Palisades estimate visit.

You do not need a finished design to start the conversation. These details help us understand the scope:

  • The property address and project type. Tell us whether the home is standing, being rebuilt, or needs an addition or ADU.
  • Your priorities. List the rooms, layout problems and finishes that matter most, plus your target timing.
  • Any drawings, permits or reports you already have. Existing plans and the current permit status help identify what still needs to be resolved.
  • Questions about the proposal. Ask which work, materials, allowances, exclusions and inspections are included before comparing prices.

We provide a free consultation and written estimate. The final scope and fixed contract price are agreed in writing before construction. Use our sourced contractor checklist when reviewing a rebuild proposal.

FAQ

Remodeling in Pacific Palisades, answered.

Call us: (424) 455-6464
Does Kasimov Construction serve Pacific Palisades?
Yes. Kasimov Construction serves Pacific Palisades, CA 90272 for kitchen, bathroom and whole-home remodeling, ADUs and fire rebuilds. We are based in Los Angeles and visit Palisades properties for a free consultation. Our California Class B contractor license is #1148319.
Do you have a Pacific Palisades office?
Our business address is in Los Angeles. Pacific Palisades is part of our service area; we meet homeowners at the project property by arrangement. We do not list a separate Palisades office.
Where can I check your license, projects and reviews?
Check CSLB license #1148319, browse our project portfolio and read client reviews. The portfolio identifies documented project locations. Ask us about work comparable to your scope when you arrange the consultation.
Do you remodel homes that are still standing in the Palisades?
Yes. In standing houses we do kitchens, bathrooms, whole-home remodels and additions. A remodel with no structural changes goes through LADBS on an Express Permit, a wall change goes to plan check, and the cabinets and vanities come from our own workshop.
Do you handle fire rebuilds in the Palisades?
Yes. A Palisades rebuild is permitted by LADBS under the Mayor's Executive Order 1, like-for-like within 110% of the old footprint and height, or under Executive Order 8 for a zoning-compliant home in the Coastal Zone. Plans for a qualifying single-family home can be self-certified by a licensed architect or civil engineer, and the house is built to the California Wildland-Urban Interface Code (code summary). The contract is a fixed price in writing, as CSLB requires after a declared disaster. The full process is on our Pacific Palisades fire rebuild page.
What does the coastal zone change for a remodel?
For interior work in a standing single-family house, normally nothing. The Coastal Act exempts improvements to an existing single-family residence from a coastal development permit (Public Resources Code 30610(a)); the exceptions are the classes in 14 CCR 13250, such as a house on a beach, in a wetland or within 50 ft of a coastal bluff edge, and we check those flags on ZIMAS before the design starts. Rebuilds under Executive Order 1 or Executive Order 8 have no Coastal Act review either (City Planning rebuild FAQ). An exterior project on a Coastal Zone parcel that falls outside those rules, such as a large addition or a rebuild that does not fit the orders, goes through a Coastal Exemption, a Categorical Exclusion or a coastal development permit (EO 8 Implementation Guidelines, section III.B).
Do fire-zone rules apply to an interior remodel?
No. The California Wildland-Urban Interface Code sets requirements for the roof, vents, exterior walls, windows, doors and decks of new buildings and of exterior work in a fire hazard severity zone (LA County code summary). A kitchen or bathroom remodel that stays inside the house is not affected; a new window, an exterior vent or an addition is.
Which Palisades neighborhoods do you cover?
All of Pacific Palisades, ZIP 90272: the Village, the Alphabet Streets, the Huntington, the Riviera, Rustic Canyon, Marquez Knolls, El Medio Bluffs, Castellammare and Palisades Highlands (the neighborhood names as listed on Wikipedia). That covers both the burn lots and the streets where the houses are standing.
Can I rebuild bigger than my old house?
Yes, within limits. Like-for-like rules already allow a little more. In the City of Los Angeles, Executive Order 1 covers rebuilds within 110% of the old footprint and height, and in the Eaton Fire area of unincorporated LA County (County rules) and in Pasadena (city program) the limit is 10% or 200 sq ft, whichever is greater. Anything larger is a new design: it has to meet current zoning and takes a longer review. In the Coastal Zone of the Palisades, Executive Order 8 fast-tracks single-family homes that meet every zoning standard.
Do I have to build to the new fire code?
Yes. If your lot is in a fire hazard severity zone, the roof, vents, siding, windows, doors and decks have to meet the California Wildland-Urban Interface Code (formerly Chapter 7A): Class A roof, ember-resistant vents, ignition-resistant walls, multi-pane glazing with a tempered pane, rated doors and decks (LA County construction notes for fire hazard zones, 2026). We check the fire hazard map for your address before the plans are drawn and build to the code that applies on the day the permit is issued.
Who permits a remodel in Pacific Palisades?
Inside the City of Los Angeles, permits come from LADBS. A kitchen remodel with no structural changes is on LADBS's Express Permit list (no plan check). Removing or moving a wall, or adding an opening, needs counter plan check. In a standing Palisades home, interior kitchen work needs no coastal review unless the parcel carries one of the flags in 14 CCR 13250, such as a coastal bluff edge within 50 ft. On a fire rebuild the kitchen is drawn into the full permit set under the Mayor's Executive Order 1. Official information. We confirm the exact path for your address before the estimate is final, and we pull the permits for you.
How much deposit will I pay?
California law caps the down payment on a home improvement contract at $1,000 or 10% of the contract price, whichever is less.
