Kasimov Construction is a licensed general contractor (CSLB #1148319) that remodels kitchens, bathrooms and whole homes in Altadena, ZIP code 91001, and rebuilds homes lost in the January 2025 Eaton Fire. Altadena is in unincorporated Los Angeles County, so permits come from Los Angeles County Public Works. LA County allows like-for-like rebuilds plus 10% or 200 sq ft. The Eaton Fire of January 2025 destroyed 9,419 structures and damaged 1,076 more in the Altadena and Pasadena area, according to CAL FIRE. Before the fire, Altadena's housing was among the oldest in the areas we serve, with a median build year of 1946. (Source)

Remodeling in Altadena

What is different about remodeling in Altadena?

Altadena is rebuilding after the January 2025 Eaton Fire, which CAL FIRE counts as destroying 9,419 structures. Altadena is unincorporated, so permits come from Los Angeles County rather than Pasadena. The county's Altadena One-Stop Permit Center on West Woodbury Road brings the permitting departments together and helps residents prepare plans, get permits, schedule inspections and reach a certificate of occupancy.

We take on both kinds of work here. On a rebuild, we carry the house from drawings through final inspection under one contract, with the kitchen and cabinets designed alongside the house. In homes that are still standing, we remodel kitchens and baths and update older systems, with cabinets from our own workshop.

Fire rebuild

Rebuilding after the Eaton Fire.

The Eaton Fire of January 7, 2025 destroyed 9,419 structures (CAL FIRE), most of them in Altadena. Altadena is unincorporated LA County: like-for-like rebuilds may grow by 10% or 200 sq ft, whichever is greater (County like-for-like rules), and the County waives its own permit, plan-review and inspection fees for owners who owned and lived in the home before January 7, 2025; survey, utility and school fees still apply (LA County rebuild FAQ). Like-for-like applications are generally due within two years of the emergency declaration, around January 2027. The One-Stop Permit Center is at 464 W Woodbury Rd, Suite 210.

We rebuild from a cleared lot to a certificate of occupancy: survey, plans by licensed architects and engineers, permits, and construction to the current wildfire code, at a fixed price in writing.

Permits

Who issues remodel permits in Altadena?

Kitchens. Altadena is unincorporated, so permits come from Los Angeles County Public Works, not from Pasadena or LADBS. For homes damaged or lost in the January 2025 Eaton Fire, the county's Altadena One-Stop Permit Center helps with plans, permits, inspections and the certificate of occupancy in one place.

Bathrooms. Altadena permits come from Los Angeles County Public Works. A bathroom remodel in a standing home follows the county's normal process. On a fire rebuild, the bathrooms are drawn into the full permit set handled through the Altadena One-Stop Permit Center.

FAQ

Remodeling in Altadena, answered.

Call us: (424) 455-6464
Who issues rebuild permits in Altadena?
Los Angeles County. Altadena is unincorporated, so the county handles permits, not the City of Pasadena. For Eaton Fire rebuilds, the county's Altadena One-Stop Permit Center at 464 W. Woodbury Road helps with plans, permits and inspections. We prepare the drawings and carry the project through final inspection.
Can I rebuild bigger than my old house?
Yes, within limits. Like-for-like rules already allow a little more. In the City of Los Angeles, Executive Order 1 covers rebuilds within 110% of the old footprint and height, and in the Eaton Fire area of unincorporated LA County (County rules) and in Pasadena (city program) the limit is 10% or 200 sq ft, whichever is greater. Anything larger is a new design: it has to meet current zoning and takes a longer review. In the Coastal Zone of the Palisades, Executive Order 8 fast-tracks single-family homes that meet every zoning standard.
Do I have to build to the new fire code?
Yes. If your lot is in a fire hazard severity zone, the roof, vents, siding, windows, doors and decks have to meet the California Wildland-Urban Interface Code (formerly Chapter 7A): Class A roof, ember-resistant vents, ignition-resistant walls, multi-pane glazing with a tempered pane, rated doors and decks (LA County construction notes for fire hazard zones, 2026). We check the fire hazard map for your address before the plans are drawn and build to the code that applies on the day the permit is issued.
Who permits a remodel in Altadena?
Altadena is unincorporated, so permits come from Los Angeles County Public Works, not from Pasadena or LADBS. For homes damaged or lost in the January 2025 Eaton Fire, the county's Altadena One-Stop Permit Center helps with plans, permits, inspections and the certificate of occupancy in one place. Official information. We confirm the exact path for your address before the estimate is final, and we pull the permits for you.
Do you work in Altadena?
Yes. Altadena is part of our regular service area. We cover east Altadena, west Altadena and the foothill streets toward the San Gabriel Mountains, ZIP 91001. Consultations are free.
How much deposit will I pay?
California law caps the down payment on a home improvement contract at $1,000 or 10% of the contract price, whichever is less.
