Remodeling in Hancock Park

What is different about remodeling in Hancock Park?

Hancock Park is a Historic Preservation Overlay Zone, adopted by the City Council in 2008, and its Preservation Plan sets out what needs review. The City's general HPOZ rule puts all exterior work under extra review. Hancock Park's plan is narrower. It exempts interior remodels, paint colors, rear facades and additions that stay out of street view and add less than 30% to the house. Visible changes to a side elevation go to the HPOZ Board as Conforming Work, and the Board has 21 days to make its recommendation. Changes to the front facade or the roofline of a contributing house, or a larger addition, need a Certificate of Appropriateness.

The plan is specific about windows. Most Hancock Park windows are wood-frame, true divided light, and replacements on street-visible facades should match the originals in size, pane pattern, material and profile. Filling in or resizing a street-facing window is generally inappropriate, and so is a greenhouse-style kitchen window that projects past the wall. The original windows were single-glazed, and the California Historical Building Code allows replacements that don't meet today's energy code if the owner wants to keep that look.

The houses are two-story Period Revival homes from the 1920s: Tudor, English, Spanish Colonial, Mediterranean, Monterey and American Colonial Revival. Most sit 50 feet back from the street, with a side driveway that runs through a porte cochere to a garage in back. Inside, we plan kitchens, baths and primary suites around the existing walls and windows when we can, because then the project needs no HPOZ review at all. If you plan to apply for a Mills Act contract, call City Planning before any work starts. The plan notes that a house can lose Mills Act eligibility even when the work follows its guidelines.

Permits

Who issues remodel permits in Hancock Park?

Kitchens. Hancock Park is in the City of Los Angeles, so the building permit comes from LADBS, and a kitchen remodel with no structural changes is on its Express Permit list. The Hancock Park Preservation Plan exempts interior remodels from HPOZ review. If the kitchen plan changes a window or wall that can be seen from the street, City Planning's HPOZ staff have to sign off before LADBS issues the permit.

Bathrooms. Permits come from LADBS, and a bathroom remodel with no structural changes is on the Express Permit list. Interior work is exempt from Hancock Park HPOZ review. A new or resized bathroom window on a street-visible facade needs HPOZ approval first, and a Certificate of Appropriateness carries a 15-day appeal period before Planning signs off on the permit.

FAQ

Remodeling in Hancock Park, answered.

Call us: (424) 455-6464
Can I replace the original windows in a Hancock Park house?
Yes, with limits on the street-visible sides. The plan asks for repair when possible. Replacements should match the originals in size, pane pattern, material and profile, usually wood for wood and true divided light for true divided light. Windows on the rear facade are exempt from review.
Does a kitchen or bathroom remodel in Hancock Park need HPOZ approval?
Not when the work stays inside the house. The Hancock Park Preservation Plan exempts interior remodels, so the permit comes from LADBS alone. HPOZ review starts when the project changes something visible from the street, such as a front or side window, the roofline or a larger addition. Windsor Square is a separate HPOZ with its own plan, so we check which one covers your address.
Who permits a remodel in Hancock Park?
Hancock Park is in the City of Los Angeles, so the building permit comes from LADBS, and a kitchen remodel with no structural changes is on its Express Permit list. The Hancock Park Preservation Plan exempts interior remodels from HPOZ review. If the kitchen plan changes a window or wall that can be seen from the street, City Planning's HPOZ staff have to sign off before LADBS issues the permit. Official information. We confirm the exact path for your address before the estimate is final, and we pull the permits for you.
Do you work in Hancock Park?
Yes. Hancock Park is part of our regular service area. We cover Hancock Park, Windsor Square and Larchmont Village, ZIP 90004, 90020. Consultations are free.
How much deposit will I pay?
California law caps the down payment on a home improvement contract at $1,000 or 10% of the contract price, whichever is less.
