In Toluca Lake, the first thing to check is which city the house is in. The Los Angeles side, between Cahuenga Boulevard on the west and the river channel on the south, permits through LADBS and gets power from LADWP. East of the city line, Toluca Lake is part of Burbank, with Burbank Building & Safety and Burbank Water and Power. The two sides treat the same kitchen differently. With no wall changes it is an LADBS Express Permit on one side and a Burbank Tier 1 permit on the other. A panel upgrade on the Burbank side starts with a BWP meter spot.
The neighborhood grew around Lakeside Golf Club, founded in 1924 together with the Toluca Lake Park subdivision, and its houses went up from the 1920s through the 1950s. Around the lake the median house was built in 1952. The City's historic resources survey found that the Toluca Lake Park area no longer keeps enough of its original character to qualify as a historic district. There is no HPOZ review on the Los Angeles side. Exterior work there is checked for code and zoning only.
