Remodeling in Pasadena

What is different about remodeling in Pasadena?

Pasadena has more than 20 landmark districts, beginning with Bungalow Heaven in 1989, and the city spells out what they review. Interior alterations, paint colors and exterior work that can't be seen from the street are exempt. Exterior changes visible from the street need a Certificate of Appropriateness before the building permit, and the city names window replacement, front porches, additions and new garages as common examples. Staff review minor projects and the Historic Preservation Commission reviews major ones. The city says this review usually delays a building permit by about two months.

Permits are handled at the city's Permit Center, a one-stop counter where several departments review a project. It is closed every other Friday. Historic review is handled at its Design & Historic Preservation counter, and the city charges no fee for it. In the Hillside Overlay District, which covers streets such as parts of Linda Vista, an addition of more than 500 square feet needs a Hillside Development Permit before the building permit.

About 29% of Pasadena homes were built before 1940, and Craftsman bungalows are the best known of them. In landmark districts the city can apply the State Historical Building Code, which allows limited exceptions such as keeping an original porch railing at its old height. Houses there can also qualify for a Mills Act contract.

Fire rebuild

Rebuilding after the Eaton Fire.

The Eaton Fire destroyed 185 structures inside Pasadena city limits (Pasadena staff report, January 2026). The city's rebuild ordinance allows like-for-like plus 10% or 200 sq ft, and fees are waived for owner-occupied homes (Pasadena fire rebuild program).

We rebuild from a cleared lot to a certificate of occupancy: survey, plans by licensed architects and engineers, permits, and construction to the current wildfire code, at a fixed price in writing.

FAQ

Remodeling in Pasadena, answered.

Call us: (424) 455-6464
Does a kitchen remodel in a Pasadena landmark district need a Certificate of Appropriateness?
Not if it stays inside. Pasadena exempts interior alterations, paint colors and exterior work that can't be seen from the street. A new or replaced window on a street-facing wall does need one, and the city says that review usually adds about two months before the building permit. If timing matters, we design around the existing windows or file the application early.
Are there tax benefits for an older Pasadena house?
Houses in designated landmark districts are eligible for a property tax reduction through the city's Historic Property Contract (Mills Act) program, in exchange for keeping the house in good repair. The city's Design & Historic Preservation section handles applications. Talk to them before planning exterior work, because the contract comes with preservation commitments.
Can I rebuild bigger than my old house?
Yes, within limits. Like-for-like rules already allow a little more. In the City of Los Angeles, Executive Order 1 covers rebuilds within 110% of the old footprint and height, and in the Eaton Fire area of unincorporated LA County (County rules) and in Pasadena (city program) the limit is 10% or 200 sq ft, whichever is greater. Anything larger is a new design: it has to meet current zoning and takes a longer review. In the Coastal Zone of the Palisades, Executive Order 8 fast-tracks single-family homes that meet every zoning standard.
Do I have to build to the new fire code?
Yes. If your lot is in a fire hazard severity zone, the roof, vents, siding, windows, doors and decks have to meet the California Wildland-Urban Interface Code (formerly Chapter 7A): Class A roof, ember-resistant vents, ignition-resistant walls, multi-pane glazing with a tempered pane, rated doors and decks (LA County construction notes for fire hazard zones, 2026). We check the fire hazard map for your address before the plans are drawn and build to the code that applies on the day the permit is issued.
Who permits a remodel in Pasadena?
Pasadena issues its own building permits. Homes in landmark districts may need design review for exterior changes. We check the property's status before the estimate is final. Official information. We confirm the exact path for your address before the estimate is final, and we pull the permits for you.
Do you work in Pasadena?
Yes. Pasadena is part of our regular service area. We cover Bungalow Heaven, Madison Heights, Linda Vista and Hastings Ranch, ZIP 91101, 91103, 91104, 91105, 91106, 91107. Consultations are free.
How much deposit will I pay?
California law caps the down payment on a home improvement contract at $1,000 or 10% of the contract price, whichever is less.
